Now it seems no one could see Rings on the Nazgul during the War of the Ring anyway, because Sauron had possession of them. After they came completely under his control Sauron took back the Nine Rings.

Were the Seven lesser rings, they wouldn't have gems on them.
But I'm afraid the nothing's known about the lesser rings, save that they had no gems set in them and that they were forged between S.A. 1200 (Annatar's coming to Eregion) and 1500 (beginning of forging of the Rings of Power).

There are too many references to the fact that the Nazgul did not wear Rings during the WOR to quote. As many as a dozen? From Letters to U.T. to Sil. to corpus. And maybe one misquote by Gandalf that I'm aware of.

Sauron held the Nine Rings during the WOR. Now if your name is Clinton your could argue what the "meaning of "IS" is", so you could argue what the meaning of "HELD" is. Seems clear to the rational mind.
